Convention on the Contract for the International Carriage of Goods by Road (= CMR from the French Convention relative au contrat de transport international de marchandises par route).
The CMR, also known as CMR waybill, regulates the carriage of all kinds of goods by truck. It is used if the location at which goods are accepted and the location at which the goods are delivered are in two different countries.
At least one of the countries has to be a CMR member. This applies irrespective of the residence or nationality of the parties. The convention applies in all member countries of the European Union and some other countries. If a situation is not adequately regulated by the CMR, national law additionally applies.
Liability for transport damage is also regulated by the CMR waybill. The CMR is exclusively intended for transportation with road vehicles; Container or Wechselaufbau are not considered as vehicles.
Important information in the CMR waybill is: shipper, receiver, enclosed documents, type and quantity of the goods transported, vehicle license plates, haulage contractor. This information has to be clearly stated in the waybill.
